Governing Third-Party C2 and Drone Sensor Integration

Integrating a third-party command-and-control (C2) platform with drone detection sensors is a governance decision, not merely a software connection. Project owners must decide which information is authoritative, what evidence the C2 may display, who may review it, and how changes remain accountable. This guide frames that decision around documented scope, lawful information flows, protected services, privacy, electromagnetic compatibility, human oversight, and written validation. It does not prescribe sensor deployment or operational response.

PROJECT QUESTION / 01

Set the evidence boundary first

TECHNICAL GUIDE · INTEGRATION GOVERNANCE

Begin with a written statement of what the integration can and cannot establish. A project should classify each exchanged item by source, meaning, confidence description, retention need, and permitted audience, without turning a display into proof of an event. Sensor output may be an observation requiring human review; a C2 platform may add context, workflow status, or an operator note. The integration charter should state which fields are informational, which are advisory, and which require independent confirmation. It should also record exclusions, such as unverified labels, inferred intent, or conclusions outside the sensor's documented scope. This boundary prevents interface convenience from becoming an unsupported operational claim and gives reviewers a common basis for acceptance decisions.

CONTEXT & UNCERTAINTY / 02

Assign accountable information ownership

TECHNICAL GUIDE · INTEGRATION GOVERNANCE

A clear owner for every decision prevents ambiguity between the sensor supplier, C2 provider, and site authority. Define who approves schemas, interprets changes, authorises users, handles data-quality concerns, and signs off on release. The sensor party should describe output semantics and known limitations; the C2 party should document how information is rendered, transformed, logged, and shared. The site authority should decide lawful purpose, access roles, privacy controls, and escalation to human review. Contracts and interface records should identify an accountable owner for timestamps, version labels, audit records, incident review, and retirement. Where responsibilities overlap, record a decision rule rather than relying on informal coordination. This makes a third-party integration reviewable across procurement, delivery, operations, and decommissioning.

PROTECTION & COMPLIANCE / 03

Protect services, people, and permissions

TECHNICAL GUIDE · INTEGRATION GOVERNANCE

Integration approval must consider the wider environment in which information is exchanged and used. Before connection, document lawful permissions, information-sharing purpose, privacy impact, and any protected or safety-critical service that could be affected by the interface. Review electromagnetic compatibility with qualified specialists and record constraints without publishing sensitive implementation details. Apply data minimisation, role-based access, retention limits, and controlled disclosure for personal or location-related information. Require human review for consequential interpretation, with a route to challenge, correct, or annotate records. The governance package should also identify safe separation between testing and live services, change-approval gates, and a named authority for suspending an exchange when legal, privacy, safety, or service concerns arise.

GOVERNANCE & VALIDATION / 04

Validate the lifecycle, not just the connection

TECHNICAL GUIDE · INTEGRATION GOVERNANCE

Written validation should test whether the integration remains understandable and accountable as both platforms change. Validation should use agreed, non-sensitive scenarios to check field meaning, time handling, auditability, access controls, failure notices, and human-review responsibilities. It should confirm that updates do not silently change an observation into a conclusion, remove provenance, or broaden an authorised audience. Record test evidence, open limitations, approval signatures, and conditions for revalidation after software, schema, hosting, ownership, or legal changes. Periodic review should examine incident records, privacy requests, interface changes, and decommissioning plans. Acceptance is therefore a documented governance outcome: the parties understand the information boundary and residual uncertainty, rather than a promise of performance at a particular site.

TECHNICAL & COMPLIANCE BOUNDARY / 05

This guide is an educational project reference—not an operating, deployment, integration, or performance instruction.

01Availability and interpretation of acoustic, RF, radar, EO/IR, visual, and other information depend on site conditions, environment, data quality, protected services, permissions, privacy, and accountable review. This page does not promise detection, identification, classification, location assessment, tracking, availability, safety, non-interference, or risk outcomes.

02Any equipment, interface, data handling, industrial-system connection, spectrum-related arrangement, aviation coordination, or later project decision requires appropriate authority, engineering review, qualified personnel, and written scope.

03The public guide does not provide target selection, sensor positioning, thresholds, algorithms, execution sequences, signal control, interference, navigation manipulation, or response methods.
