RF UAV Identification: Evidence for Infrastructure Decisions
RF observations can inform a critical-infrastructure project, but they are not a self-contained verdict about an aircraft, operator, or event. This guide explains how to frame RF UAV identification as a documented evidence question: which authorised information may be considered, what uncertainty remains, how protected services and privacy are respected, and when a qualified human must review an interpretation before it enters a project record.
INFORMATION & PROJECT-GOVERNANCE CONTEXT / CONCEPTUAL SCENE
Put technology questions back into an authorised, reviewable, and verifiable project context.
This conceptual scene helps explain conditional information, protected services, human review, and written validation. It is not a deployment or field-outcome claim.

Start with the decision boundary
RF observations can inform a critical-infrastructure project, but they are not a self-contained verdict about an aircraft, operator, or event. This guide explains how to frame RF UAV identification as a documented evidence question: which authorised information may be considered, what uncertainty remains, how protected services and privacy are respected, and when a qualified human must review an interpretation before it enters a project record.

PROJECT QUESTION / 01
Start with the decision boundary
A useful project begins by naming the decision it must inform. Specify whether the project is studying airspace awareness, incident reconstruction, asset assurance, or another governance question. State what an RF observation can and cannot establish, including the difference between a signal-related observation and a confirmed platform, operator, intent, or location. Record excluded decisions so a preliminary analytic result is not reused as an operational conclusion. This boundary also helps stakeholders distinguish project evidence from legal findings, aviation determinations, or security actions that require separate authority and review. A clear scope is more durable than a broad claim that the system will identify every relevant event.
CONTEXT & UNCERTAINTY / 02
Define authorised evidence inputs
Evidence quality depends on provenance, permission, and context. Create a written register of information that may enter the analysis, such as approved RF observations, time references, maintenance records, authorised incident reports, and relevant environmental or electromagnetic-compatibility documentation. For each input, record its owner, collection authority, retention purpose, known limitations, and whether it may contain personal or commercially sensitive information. Do not infer identity from an unverified label or from data supplied outside the approved process. Where third-party information is involved, confirm contractual and lawful permission before use. The register should also identify which inputs are advisory and which require independent corroboration.
PROTECTION & COMPLIANCE / 03
Keep interpretation human and privacy-aware
Analytic context should support accountable review, not replace it. Assign qualified reviewers to examine provenance, competing explanations, uncertainty, and possible interference before an interpretation is recorded. A reviewer should be able to explain why a statement is supported, what remains unresolved, and whether the wording could create an unfair inference about a person, organisation, or service. Apply data minimisation, access governance, retention rules, and a process for correcting records. Consider protected communications and essential services during assessment, including whether collection or analysis could expose sensitive information. Written review notes make disagreement visible and prevent tentative context from becoming an unexamined fact.
GOVERNANCE & VALIDATION / 04
Validate the lifecycle record
Validation is a governance exercise as much as a technical one. Before adoption, agree on test conditions, authorised participants, evidence handling, review roles, and a written acceptance record. Validation should examine how the project behaves with incomplete, ambiguous, stale, or conflicting information, without promising a particular recognition outcome. Revisit assumptions when equipment, spectrum conditions, software, suppliers, legal permissions, or site functions change. Maintain change history, incident learnings, privacy assessments, EMC considerations, and interface ownership in the same lifecycle record. A controlled review can show whether the analytic context remains fit for its stated decision, while making clear that it does not authorise response or interference.
TECHNICAL & COMPLIANCE BOUNDARY / 05
This guide is an educational project reference—not an operating, deployment, integration, or performance instruction.
01Availability and interpretation of acoustic, RF, radar, EO/IR, visual, and other information depend on site conditions, environment, data quality, protected services, permissions, privacy, and accountable review. This page does not promise detection, identification, classification, location assessment, tracking, availability, safety, non-interference, or risk outcomes.
02Any equipment, interface, data handling, industrial-system connection, spectrum-related arrangement, aviation coordination, or later project decision requires appropriate authority, engineering review, qualified personnel, and written scope.
03The public guide does not provide target selection, sensor positioning, thresholds, algorithms, execution sequences, signal control, interference, navigation manipulation, or response methods.
