395NEW ARK / C-UAS INFORMATION & PROJECT GOVERNANCE GUIDE

Governing Drone-Sensor Data Sharing

When acoustic, radio-frequency, radar and EO/IR sensors contribute information to one counter-UAS project, the central decision is not how to combine signals, but what information may be exchanged, for which documented purpose, and under whose authority. This guide sets a governance boundary for New Ark projects: define evidence provenance, protect services and people, preserve human review, and validate interfaces in writing without promising detection, identification, coverage, or operational outcomes.

PROJECT QUESTION / 01

Define the Decision Before the Data Flow

TECHNICAL GUIDE · INTEGRATION GOVERNANCE

Start with a written project question, not a presumed fusion design. The project owner should state what governance decision the shared information is meant to inform, such as an audit record, an operator review package or a system-health assessment. Record the participating sensor families, the intended information categories and the evidence boundary for each category. Acoustic, RF, radar and EO/IR outputs should remain distinguishable by source and interpretation status rather than being presented as interchangeable facts. The scope should expressly exclude unapproved operational use, automated action and any claim about a particular site or target. A decision register can link each permitted exchange to an accountable owner, approval basis and review date.

CONTEXT & UNCERTAINTY / 02

Make Provenance and Human Review Visible

TECHNICAL GUIDE · INTEGRATION GOVERNANCE

Shared records should show where information came from and how it was interpreted. For every exchanged item, define a plain-language provenance record: originating sensor family, collection context approved by the project, time reference, processing or annotation history, confidence description if authorised, and any known limitation. Keep raw, transformed and human-reviewed material clearly separated. A reviewer should be able to challenge an interpretation, request supporting context and record disposition without relying on an opaque composite label. Governance should also identify who may view, amend, export or retain each record. This approach supports accountable review while avoiding instructions about algorithms, thresholds, target selection or sensor operating settings.

PROTECTION & COMPLIANCE / 03

Protect Privacy, Services and the Electromagnetic Environment

TECHNICAL GUIDE · INTEGRATION GOVERNANCE

Information sharing must be bounded by lawful permissions and protected-service concerns. Before an interface is approved, document the legal authority, privacy assessment, data-minimisation rationale and retention rule applicable to the proposed exchange. EO/IR material may contain people or unrelated activity; RF, radar and acoustic records may also reveal sensitive context even when no person is named. The project should consult relevant spectrum, facility, safety and protected-service owners, and record any electromagnetic-compatibility or interference concern. Use safe offsets, access controls and redaction rules as governance requirements, not as performance claims. Where permission, privacy review or compatibility evidence is incomplete, the information should remain outside the shared decision record.

GOVERNANCE & VALIDATION / 04

Control Interfaces Through the Full Lifecycle

TECHNICAL GUIDE · INTEGRATION GOVERNANCE

An approved data exchange needs ownership, change control and a written exit path. Assign an owner for each interface, data definition, access decision and validation record. Describe exchanges in versioned, human-readable documentation that states purpose, permitted fields, timing assumptions at a non-operational level, error handling responsibility and review triggers. Change proposals should identify affected stakeholders, privacy or EMC implications and whether renewed authorisation is needed. Test evidence should be retained with scope, conditions, exclusions, reviewer and unresolved limitations; it must not be converted into a guarantee. At retirement, revoke access, preserve required records, dispose of material lawfully and document which downstream decisions can no longer rely on the exchange.

TECHNICAL & COMPLIANCE BOUNDARY / 05

This guide is an educational project reference—not an operating, deployment, integration, or performance instruction.

01Availability and interpretation of acoustic, RF, radar, EO/IR, visual, and other information depend on site conditions, environment, data quality, protected services, permissions, privacy, and accountable review. This page does not promise detection, identification, classification, location assessment, tracking, availability, safety, non-interference, or risk outcomes.

02Any equipment, interface, data handling, industrial-system connection, spectrum-related arrangement, aviation coordination, or later project decision requires appropriate authority, engineering review, qualified personnel, and written scope.

03The public guide does not provide target selection, sensor positioning, thresholds, algorithms, execution sequences, signal control, interference, navigation manipulation, or response methods.
